The challenges of the pension system in the 1990s: the case study of the Social Security Organization

Abstract
One of the basic challenges for any government is to reform the policies related to the pension field. As mentioned in the statements of the leadership, the labor law must have the necessary guarantees for the period of retirement and for the period of disability and the conditions of disability and the like. Therefore, according to the importance of this issue, in this study, the problems of the social security pension fund have been investigated using the analytical descriptive method. Among the most important problems in the legislative field are cases such as the parliament's lack of attention to aging and retirement history, the government's failure to approve a multi-layer social security system, the exclusion of workshops with less than 10 people from the scope of the labor law, the transfer of insurance authority to power supply companies, the non-sponsorship of the law He mentioned working in free trade zones and making workers' insurance optional by the employer in oil zones and other cases.
The large debt of the social security organization to commercial banks, the non-payment of collective debts of the government to the social security organization, the clearing of low-yielding companies with government debt, loss-making and management crisis in subsidiary companies, failure to reinvest the income from past investments, mistakes in calculation Government debt, etc., are also among the most important functions listed in the field of implementation. The lack of strong labor and employer organizations and the management and governance structure of the social security organization, the cancellation of periodic inspections of factories and companies, the lack of strict supervision by insurance inspectors, etc. are also among the main regulatory causes of this crisis.
According to the detailed examination of the challenges at three levels, suggestions have been made to solve these problems, the most important of which is the necessity of a regulatory body as a legislator and supervisor for all funds in general and the social security fund in particular.
