افول آمریکا و پایان نظم استعماری غرب: سه رویکرد متکامل و چهار رهیافت در فهم چیستی و چرایی افول

چکیده
مقاله حاضر به بررسی افول آمریکا در قالب افول نظم استعماری غرب می‌پردازد؛ نظمی که از سال ۱۴۹۲ آغاز شده و اکنون پس از گذشت ۵۳۳ سال، به مرحله پایانی خود نزدیک شده است. از این منظر، «لحظه تک‌قطبی» آمریکا به‌عنوان بخشی از آخرین مرحله افول غرب ارزیابی می‌شود. درنتیجه، آنچه اکنون شاهد آن هستیم، افول شمال جهانی به رهبری آمریکا و شکل‌گیری نظمی نوین با محوریت جنوب جهانی است. در این بستر، جمهوری اسلامی ایران در کنار روسیه و چین نقش کلیدی ایفا می‌کند چرا که ایران نه‌تنها هسته اصلی محور مقاومت که محور دستیابی چین و روسیه به سازوکارهای جدید ایجاد نظم در جهان است. در تحلیل افول آمریکا با رویکرد فراترکیب، سه رویکرد احصاء شد: کاهش نسبی قدرت در مقایسه با قدرت‌های نوظهوری همچون چین و هند، کاهش توانایی تحقق اهداف به دلیل افت بهره‌وری داخلی و افول ساختاری. علاوه بر این، چهار عامل اصلی برای فهم دلایل شکل‌گیری وضعیت فعلی مطرح شده است: ناکامی پروژه جهانی‌سازی از درون، راهبرد چین در به حاشیه راندن قدرت آمریکا، شکست‌های متوالی نظامی آمریکا در غرب آسیا پس از پیروزی انقلاب اسلامی ایران و استعمارزدایی از طریق فروپاشی نرم‌افزار ایدئولوژیک استثناءپنداری آمریکایی. در دوران گذار از این آخرین نظم استعماری غرب، اتخاذ راهبردهای دقیق توسط جمهوری اسلامی ایران اهمیت ویژه‌ای دارد. از جمله اقدامات ضروری می‌توان به ایفای نقش فعال در تعاملات سیاسی، اقتصادی و فرهنگی با کشورهای جنوب جهانی اشاره کرد. همچنین، مشارکت ایران در پر کردن خلأ ایدئولوژیک نظم در حال ظهور، می‌تواند نقشی محوری در تثبیت جایگاه آن داشته باشد.
